Presidents Club Constitution (proposed) 1/25/99

Preamble
The intent of the Presidents Club is to provide a framework for the activities of all campus clubs. The Presidents Club will unite all clubs through establishing goals for themselves, their members, the school and the community. The student members of the Presidents Club will maintain academic excellence and leadership, which will enhance their accountability, self-expression and pride.

 

Article I

 

Name

Section 1.

The name of this organization shall be the Interclub, hereafter referred to as the Presidents Club.

Section 2.

The officers of the Presidents Club shall serve as the Executive Board of the Presidents Club, hereafter referred to as the "Board".

Article II

 

Purpose

Section 1.

The purpose of this organization shall be to establish common guidelines for all campus clubs.

Section 2.

The purpose of the Executive Board will be to assist the chairman with implementing activities, planning an awards program for club achievements and recommending the chartering or sanctioning of clubs.

Article III

 

Membership

Section 1.

The requirements for membership are:

Ø      Must be an on-campus club with an approved constitution, or

Ø      A proposed club with a proposed constitution, or

Ø      A class with a curriculum and a constitution, or

Ø      A class with a curriculum and proposed constitution, or

Ø      Student Government

Ø      Use of Robert’s Rule of Order for conducting meetings

Section 2.

The requirements for holding office are:

Ø      All officers must maintain a GPA of 2.85 or better

Ø      All officers must be a president of a chartered club

Ø      All officers must attend all meetings

Ø      All officers must maintain a clean discipline record during term

Ø      Must maintain all other standards set forth in this document

The requirements for voting are:

Ø      Must be an active member in good standing of the Presidents Club

Ø      One vote per club

Ø      One person = one vote

 

Section 3.

The responsibilities of each of the clubs shall be:

Ø      *Representation at each Presidents Club meeting

Ø      *Annual dues

Ø      *Updating constitution

Ø      *Hold and publish regular meetings

Ø      *Distributing meeting agendas and minutes to members

Ø      Participation in Freshman Orientation

Ø      Participation in Open House

Ø      Participation in Homecoming

Ø      Participation in Spring Fling Week

Ø      Participation in multicultural activities

Ø      Offering peer tutoring

Ø      Offering one or more club scholarships

Ø      *Displaying a professional banner in meeting location

Ø      Conducting (X) number of community service hours

Ø      Conducting (X) number of campus service hours

Ø      Conducting annual membership drives

Ø      Establishing collaborative club efforts

Ø      Developing projects that promote leadership and professionalism

Ø      **Participation in the annual Trevor G. Browne leadership camp

Ø      Election of officers and names forwarded to the Activities Office prior to the end of the third week of April

Ø      Promoting excellence in character, academics and attendance

In addition to the mandated requirements all clubs must perform (X) number of additional activities to maintain charter status.

         

The privileges of membership to the Presidents Club are:

Ø      Having exemplary status in being a Trevor G. Browne club

Ø      Having direct influence on the climate of the school

Ø      Having the opportunity to raise funds through campus activities

Ø      Having a facility for meetings at no cost

Ø      Having access to the school’s resources

Ø      Having sole student-access to school announcements

Ø      Receiving awards for club/personal achievements

Ø      Receiving community notoriety

Section 4.

Membership may be revoked by the Principal (designee) at the recommendation of the Presidents Club due to a club’s two-year non-adherence to the requirements of this constitution.

Article IV

 

Meetings and Procedures

Section 1.

Meetings will be held as follows:

Ø      Once in August before school to prepare for freshman orientation

Ø      Twice in September (constitution review and homecoming)

Ø      Twice in October (homecoming, club goals and finalization of clubs’ annual calendars)

Ø      Once monthly thereafter with May’s to set meeting dates for next year

Section 2.

The Board through the process of consensus will make policy decisions.

The Board will also determine issues to be brought before the general meetings. Voting will take place during general meetings by show of hands, ballot and/or by Ayes and Neighs.  

Article V

 

Officers

Section 1.

The organization will have the following officers:

Ø      Chairperson of the Board (Student Government Vice President)

Ø      Vice-Chairperson (elected)

Ø      Secretary (elected)

Ø      Secretary Pro tem (elected)

Ø      Treasurer (elected)

Ø      Sergeant at Arms (elected)

Ø      Awards Committee Chair (elected)

 

Section 2.

 

The duties of these officers will be:

Ø      Chairperson

ü      Preside over all general and Board meetings

ü      Prepare the agendas for all general and Board meetings in conjunction with the Presidents Club sponsor

ü      Review minutes prior to distribution

ü      Insure the general workings of the club

ü      Maintaining adherence to Robert’s Rules of Order

ü      Signs off on all correspondence from the Presidents Club in conjunction with the sponsor

Ø      Vice Chairperson

ü      Preside over general and Board meetings in the absence of the Chairperson

ü      To assist with the preparation of all agendas

ü      Preside over club standards committee

ü      Introduce petitioning clubs

Ø      Secretary

ü      Prepare Board and general meeting agendas for distribution

ü      Taking of minutes at all general and Board meetings

ü      Preparing and distributing approved minutes

ü      Responsible for all correspondence to include school announcements, memos and letters

Ø      Secretary Pro tem

ü      Assumes the duties of the Secretary when absent

ü      Assists in preparing and distributing all correspondence

ü      Maintain the Presidents Club’ three-ring binder

ü      Function as the Club’s historian

Ø      Treasurer

ü      Maintains the clubs general ledger

ü      Prepare a treasurer’s report for every general meeting

ü      Sign student activity expense requisitions (blue)

ü      Collects annual dues from member organizations

Ø      Sergeant at Arms

ü      Maintains adherence to Robert’s Rules of Order

ü      Calls all meetings to order

ü      Dismisses all meetings

ü      Takes role of member attendance

ü      Certifies the display of club banners (see certificate)

Ø      Awards Committee Chairperson

ü      Presides over Awards Committee meetings

ü      Appoints Awards Committee members (4)

ü      Collects documentation to fulfill awards requirements

ü      Presents recommendations for awards to the Board

Section 3.

These officers will serve from installation date – one year.

Article VI

 

Electing, Appointing and Removing Officers

Section 1.

The general election eligibility rules are:

Ø      All candidates for office must have demonstrated exemplary behavior by having a clean discipline history for one year prior

Ø      All candidates for office must have and maintain a GPA of 2.85 with no failing grades in the semester prior to seeking candidacy.

Ø      All candidates for office must pass all classes during the semester of candidacy.

Ø      All candidates must be a president of a chartered club.

 

Ø      All candidates for office must demonstrate community service within six months prior to candidacy

Ø      All candidates for office must present a letter of recommendation from the sponsor of their club(s)

Section 2.

 Nomination for candidacy will be as follows:

Ø      Occurs at the first general meeting

Ø      Is open to all presidents of charted clubs

Ø      Presented by a member and second during the general meeting

Ø      Candidate must be present at general meeting to accept

Section 3.

Election of officers will be determined by:

Ø      Ballots prepared by the sponsor or duly appointed ad hoc committee are presented to the general body at the second general meeting

Ø      Voting of qualified club representatives during second meeting

Ø      Ballots will be tallied by the sponsor and/or an appointed ad hoc election committee

Ø      Sponsor will certify the counting of the ballots

Ø      Results of election will be publicized to the general school population and written result distributed to school staff within 24 hours of the election

Ø      Each charted club will have one vote and one person = one vote

Section 4.

Inauguration of officers shall:

Ø      Have a program prepared by the sponsor and the Chairperson (student body vice-president)

Ø      Take an oath of office approved by the principle (designee)

Ø      Be at a specially called general meeting

Ø      Be in conjunction with the swearing in of all club presidents

Ø      Have parents present 

Section 5.

The removal of officers and general members shall occur when:

Ø      Officer/member or representative has missed three meetings

Ø      After Officer/member or representative have been notified of probationary status

Ø      After Due Process has occurred and the notification to remove has been forwarded to the principal (designee) for concurrence

Ø      The principal (designee) notifies the officer/member and the Presidents Club of the decision within 10 school days of receiving notification to remove that decision is final

Section 6.

The Vice Chairperson and/or their appointed ad hoc committee will prepare a list of candidates to be considered by the Board in the event of a vacancy of an officer. Board will approve by consensus special meeting within two weeks of vacancy. In the event that consensus cannot be reached or the Board fails to meeting and confer within the two weeks of vacancy, the Presidents Club sponsor will appoint within 48 hours of the end of the two-week period.

Article VII

 

Dissolution

Section 1.

An on-campus club found to be in violation of this constitution would be put on notice. The club would have one year to correct violations or be dissolved. Recommendation for dissolution will come from the Board and be given to the Principal and Assistant Principal in charge of Activities.

Section 2.

Upon dissolution if a surplus of funds exists in the club’s account, it will be held for the probationary period of one year to allow the club to regain status. At the end of the probationary period, if dissolution occurs, all debts will be resolved and the remainder of the funds will go into the general activities fund of the Student Government.
